ToT Fortran build problem? (libgfortran.spec)

Has anyone else been getting this problem when testing ToT Fortran:

gfortran: fatal error: cannot read spec file 'libgfortran.spec': No such file or directory

I got this on my testing last night and didn't see anything on the mailing
list or in bugzilla.  It could be a local problem with my setup but I thought
I would ask if anyone else if having this problem before I dig into it more
to see what is going on.

Must be something local or restricted to your target/host.
I just pulled ToT and bootstrapped gcc/g++/gfortran on
x86_64-*-freebsd.  Testing gives

                === gfortran Summary ===

# of expected passes            50237
# of unexpected failures        6
# of expected failures          188
# of unsupported tests          91
/safe/sgk/gcc/objx/gcc/gfortran  version 10.0.0 20190715 (experimental) (GCC)

Ignore the unexpected failures.  Those are from a WIP.

Well, it was and it wasn't local.  I had failed to notice that the
actual build of GCC had failed due to PR bootstrap/91176.  My
script tried to test even after the failed bootstrap and that was
why I saw the errors.  The PR is fixed now and everything is working.
